Start by outlining a tree with your hot glue gun, Be sure it's completely filled so the glitter will fill properly. Then, drizzle enough glitter on the glue to fill the surface completely and add a desired top piece. I couldn't find small enough stars but I did find these white balls at the dollar store which worked as well.
